Cumberland County Commission Meeting
The February 2023 meeting of the Cumberland County Commission was held tonight with all Commissioners in attendance except Commissioners Cooper, Mall, and Patterson.
Resolutions
The following resolutions were considered by the Cumberland County Commission. The sponsor of the resolution is in parenthesis.
RESOLUTION 02-2023-1 – TO APPOINT FIVE (5) JUDICIAL COMMISSIONERS FOR CUMBERLAND COUNTY, TENNESSEE (GIBSON). Judge Worley recommended Christy Eldridge, Gregory Watson, Pamela Waltenberg, Patricia Barnes, and Danny Cantwell be appointed to two-year terms as Judicial Commissioners. The resolution was approved unanimously.
RESOLUTION 02-2023-2 – TO ACCEPT OFFER(S) TO PURCHASE DELINQUENT TAX PROPERTY OWNED BY CUMBERLAND COUNTY (HOLBROOK). The following delinquent tax properties were approved 15-0 for purchase and will now go back on the tax rolls.

RESOLUTION 02-2023-3 – TO APPOINT A VETERAN’S SERVICE OFFICER (FOSTER). Our current VSO Officer, Garry Blaisdell, is retiring. After an extensive interview process with several outstanding candidates, the unanimous choice to replace Garry was James R. Dignan. The resolution to appoint was approved unanimously. If you see Garry, be sure to thank him for a job well done. I know I certainly appreciate his service to the veterans of our community.
RESOLUTION 02-2023-4 – TO AMEND THE FEBRUARY 19, 2019 VERSION OF THE CUMBERLAND COUNTY COMMISSION RULES (PATTERSON). The rules committee made several grammatical and formatting changes to the rules, as well as language clarification and the elimination of a few committees no longer necessary. One change that was made was to prohibit county employees (excluding BOE) that are Commissioners from serving on the Budget Committee. The updated rules were approved 11-4 with Commissioners Threet, Gibson, Maxwell, and Hyder voting against. The updated version can be found on the county website within the next few days.
RESOLUTION 02-2023-5 – TO ESTABLISH AN UPDATED OCCUPATIONAL SAFETY AND HEALTH PROGRAM PLAN, DEVISE RULES AND REGULATIONS, AND TO PROVIDE FOR A SAFETY DIRECTOR AND THE IMPLEMENTATION OF SUCH PROGRAM PLAN (FOSTER). This document is required to be reapproved on a regular basis. The resolution to do so was approved unanimously.
The following routine budget amendments were approved for various county departments by the Commission:

- RESOLUTION 02-2023-7 – GENERAL PURPOSE SCHOOL FUND BUDGET AMENDMENT, STATE GRANT: MIDDLE SCHOOL STEM START-UP & EXPANSION GRANT (MAXWELL)
- RESOLUTION 02-2023-8 – GENERAL PURPOSE SCHOOL FUND BUDGET AMENDMENT, CLERICAL PERSONNEL (STONE)
- RESOLUTION 02-2023-9 – GENERAL PROGRAM SCHOOL FUND BUDGET AMENDMENT (SHERRILL)
- RESOLUTION 02-2023-10 – GENERAL PROGRAM SCHOOL FUND BUDGET AMENDMENT (STONE)
- RESOLUTION 02-2023-11 – GENERAL FUND BUDGET AMENDMENT, COUNTY COMMISSION (HYDER)
RESOLUTION 02-2023-12 – AUTHORIZING THE ISSUANCE OF INTEREST–BEARING GENERAL OBLIGATION CAPITAL OUTLAY NOTES OF CUMBERLAND COUNTY (HYDER). This resolution, approved unanimously, authorized the issuance of a one day note for up to $1,250,000 to pay for the former Progressive Savings building currently occupied by the County Clerk’s office. The funding was originally taken from money designated for the archives project. Funds collected for archives may legally only be used for archives, so that money had to be refunded. This is a one day note that will be paid off using debt service fund balance. This resolution is required to meet audit requirements but will not result in the county accumulating new debt as the loan will be quickly repaid from existing funds.
Financial Update
Sales tax collections came in at $1,471,897 against a budgeted number of $1,484,920 for a negative variance of $13,023 for the month. This is the second negative monthly variance in this budget. Year-to-date, we are $162,664 above budget projections.
EMS collections for the month were $390,924 with year-to-date collections of $2,416,765 which is $149,904 below budget. That is an improvement by around $50,000 from last month.
Property tax collections are at 67.12% of budget compared to 67.53% last year.
Hotel/Motel Tax collections are at $719,647 compared to $658,636 at the same point last year. The annual budgeted amount is $1,163,326 which was the actual amount collected last year. That means we are at 61.8% of budget this year compared to 81.4% last year (compared to a lower budgeted number).
Prisoner Boarding collections are at $206,886 against a reduced budget of $423,925 which is 48.8% of the annual budget.
