County Mayor’s Notes – October 17th, 2022

TN Achieves
This Friday is the tnAchieves mentor deadline.  In Cumberland County, 23 mentors are still needed.  The time commitment is only one hour per month.  Interested volunteers can learn more and register at www.tnachieves.org/mentors.

Old Courthouse Courtroom Update
As mentioned previously, a water leak led to the discovery of structural damage in the large courtroom of the old courthouse downtown.  An inspection by a structural engineering firm found three of the large oak roof trusses have damage, rendering the original 1905 section of the building dangerous and resulting in the need to close that section to the public.  The three doors to that section (Main Street, and the two on each side) are closed until further notice.

The County Clerk’s temporary office is now open at 1760 South Main Street!  All services are available including marriage and business license, tag renewal, and auto dealer services.  The office is open Monday – Friday, from 8:00 AM until 5:00 PM.

My office, the Register of Deeds, Veterans Services, Human Resources, and Finance will still operate normally at the old courthouse.

Work is underway to temporarily shore up the roof trusses.  When that happens, the engineers will be able to safely evaluate the rest of the area and determine the best way to proceed with a permanent fix.

Cumberland County Commission Meeting
The October 2022 meeting of the Cumberland County Commission was held tonight with all Commissioners in attendance.

Under new business, the Circuit Court Clerk has made changes to her Personnel Policy.  The Clerk and County Attorney have signed off.  The policy will be placed in the minutes.

The Cumberland County Register of Deeds Office will be discontinuing the current personnel policies in use for all personnel falling under the direction of the Cumberland County Register of Deeds Office.  The Cumberland County Register of Deeds Office will be adopting and following the Personnel Policy/Employee Handbook, Cumberland County, Tennessee that was adopted by the Cumberland County Commission for Cumberland County personnel on November 18, 2019 and amended March 21, 2022. This change will become effective November 1, 2022.

The Register of Deeds and County Attorney have signed off, so I asked that this notice be placed into the minutes of this meeting.

RESOLUTION 10-2022-1 – TO ACCEPT OFFER(S) TO PURCHASE DELINQUENT TAX PROPERTY OWNED BY CUMBERLAND COUNTY (HOLBROOK)

RESOLUTION 10-2022-2 – TO SHORTEN DREW HOWARD ROAD ON THE OFFICIAL COUNTY ROAD LIST (WILSON)
Drew Howard Road is currently 0.65 miles on the road list.   The Planning Commission and the Environmental Committee both voted to reduce the length of the road by 1,380 feet as there is only on property owner involved.  The Commission agreed in a 18-0 vote.  This change will be reflected on the road list that is annually adopted in January by the full Commission.

RESOLUTION 10-2022-3 – TO LENGTHEN MAYFAIR DRIVE ON THE OFFICIAL COUNTY ROAD LIST (ISHAM)
Mayfair Drive is currently 0.22 miles on the road list.   The Planning Commission and the Environmental Committee both voted to extend the length of the road by 35 feet to extend to the last home on the road.  The Commission agreed in a unanimous vote.  This change will be reflected on the road list that is annually adopted in January by the full Commission.

The following routine budget amendments were approved for various county departments by the Commission:

  • RESOLUTION 10-2022-4 – GENERAL FUND, BUDGET AMENDMENT, EMERGENCY MANAGEMENT AGENCY $7,000.00 (COOPER)
  • RESOLUTION 10-2022-5 – GENERAL FUND, BUDGET AMENDMENT, REGISTER OF DEEDS $38,000.00 (SHERRILL)
  • RESOLUTION 10-2022-6 – GENERAL FUND, BUDGET AMENDMENT, SHERIFF’S DEPARTMENT, OTHER HEALTH & WELFARE $94,984.00 (DAVIS)
  • RESOLUTION 10-2022-7 – GENERAL FUND, BUDGET AMENDMENT, COMMUNITY DEVELOPMENT $243,000.00 (DAVIS)
  • RESOLUTION 10-2022-8 – GENERAL PROGRAM SCHOOL FUND, BUDGET AMENDMENT $102,183.06 (SHERRILL)

Financial Update
Sales tax collections came in at $1,364,864 against a budgeted number of $1,261,390 for a positive variance of $103.474 for the month.  The year-to-date we are $126,761 of budget. 

EMS collections for the month were $311,749 with year-to-date collections of $963,226 which is $136,775 below budget.

Property tax collections are at 0.04% of budget compared to 0.30% last year. 

Hotel/Motel Tax collections are at $290,475 comparted to $256,650 at the same point last year.  The annual budgeted amount is $1,163,326 which was the actual amount collected last year.  That means we are at 24.97% of budget this year compared to 31.4% last year.

Prisoner Boarding collections are at $83,640 against a reduced budget of $423,925 which is 19.73% of the annual budget.
