Cumberland County is conducting a Parks and Recreation survey in order to improve the recreational services provided. Please fill out the survey completely and submit so your voice can be heard.
Cumberland County Commission Meeting
The September meeting of the Cumberland County Commission was held tonight with all Commissioners in attendance except Commissioner Wendell Wilson. The first business of the night was the election of County Commission officers for the next year:
Election of Chairman, Cumberland County Commission – I was reelected unanimously.
Election of Chairman Pro-Tem, Cumberland County Commission – Terry Lowe was reelected unanimously.
Election of Cumberland County Commission Parliamentarian – Nancy Hyder was reelected unanimously.
RESOLUTION 09-2021-1 – TO APPOINT MEMBERS TO THE ETHICS COMMITTEE
(FOSTER). Deborah Holbrook, Teresa Boston, George Harrison, Valorie Cox, and Travis Cole were all unanimously reappointed to the Ethics Committee with terms to expire on September 30, 2022.
RESOLUTION 09-2021-2 – TO REAPPOINT MEMBERS TO THE FINANCIAL MANAGEMENT/PURCHASING COMMITTEE (FOSTER). Nancy Hyder, Charles Seiber, Jack Davis, and John Patterson were all unanimously reappointed to the Financial Management/Purchasing Committee with terms to expire August 31, 2022.
RESOLUTION 09-2021-3 – TO APPOINT MEMBER TO THE CUMBERLAND COUNTY REGIONAL PLANNING COMMISSION (FOSTER). John Stubbs was unanimously appointed to the Regional Planning Commission with the term expiring August 31, 2025.
RESOLUTION 09-2021-4 – TO REAPPOINT MEMBER TO THE TRI-COUNTY INDUSTRIAL DEVELOPMENT BOARD OF CUMBERLAND, MORGAN, AND ROANE COUNTIES (FOSTER). Randy Graham was unanimously reappointed to the industrial board with a term to expire September 30, 2027.
RESOLUTION 09-2021-5 – TO ACCEPT OFFER(S) TO PURCHASE DELINQUENT TAX PROPERTY OWNED BY CUMBERLAND COUNTY (HYDER). The following delinquent tax properties were approved for purchase and will now go back on the tax rolls. The commission approved the resolution 17-0.

RESOLUTION 09-2021-6 – TO APPROVE UPPER CUMBERLAND HUMAN RESOURCE AGENCY BUS SHELTER AGREEMENT (NORRIS). UCHRA in conjunction with the City of Crossville will be building a permanent bus stop for the Go Upper Cumberland bus users at the county library after a 17-0 vote of approval.
RESOLUTION 09-2021-7 – TO APPROVE EASEMENT DEEDS FOR THE CITY OF CROSSVILLE SIDEWALK PROJECT AND AUTHORIZE COUNTY MAYOR TO SIGN AGREEMENT (SHERRILL). The City of Crossville is about to undertake a project to replace the sidewalks downtown on main street. This resolution, approved unanimously, allows for an easement for the work.
RESOLUTION 09-2021-8 – FOR ARCHITECTURAL PROFESSIONAL SERVICES (FOSTER). The Commission approved the purchase and renovation of the old Progressive Savings Bank on 127S for use as an archive’s facility. State law requires an architect for projects such as this. The Financial Management/Purchasing Committee had previously interviewed architectural candidates for this job and approved Upland Design Group. The contract for this was approved in an 15-2 vote, with Commissioners Blalock and Holbrook voting against.
Financial Update
The financials are just beginning to come in, so we had a brief summary. Sales tax is ahead of budget year to date after two months by $226,000. Hotel/Motel revenue is at $132,239 after two months. Last year at the same time collections were $87,402. After one month, prisoner boarding is at $33,345. EMS collections are $895,718 after two months which is $229,000 above budget. Property tax notices have not been mailed yet, so we have nothing to report in that line. Look for that data soon.
COVID-19 Update
According to the Tennessee Department of Health (TDH), in Cumberland County there are 798 active cases of COVID-19. There have been 184 deaths reported as of the date of this newsletter. I do not believe in governmental mandates, but I do believe in vaccines. The data clearly indicates this is a pandemic most dangerous to the unvaccinated. Getting vaccinated is a personal decision and should be made by an individual, their doctor, and other trusted advisors. I went through this process months ago and decided it was best for me to get vaccinated. Information for those that wish to get vaccinated is provided below.
CMC/Covenant Dashboard
CMC and Covenant released a dashboard with information about current COVID-19 patients. You can see from the graphic that 100% of all COVID-19 ICU patients at CMC are unvaccinated, and 89% of all COVID-19 patients at CMC are unvaccinated. Currently there are 49 confirmed or suspected COVID-19 hospitalizations at CMC. At CMC, the median age of all COVID-19 hospitalizations is 67.
Covenant also released data for the hospital system. Data provided indicates 96% of all COVID-19 ICU patients in a Covenant hospital are unvaccinated, and 86% of all COVID-19 patients in a Covenant hospital are unvaccinated. Currently there are 374 confirmed or suspected COVID-19 hospitalizations in a Covenant facility. The median age of those in the ICU is 57 and the median age of all COVID-19 hospitalizations is 60.

Cumberland County Health Department Update
Vaccines are available at the Cumberland County Health Department Monday through Friday from 8:00 AM until 4:30 PM. On Thursday vaccinations are available until 5:30 PM.
Testing hours are from to 9 am to 1 pm Monday – Friday. If you have any questions, please contact the CCHD.
