CC Notes – April 16th, 2018
All County Commissioners were present for the April meeting except Commissioner Rebecca Stone.
Resolutions
The first resolution of the evening was to appoint Sonya Rimmer, David Hassler, and Dr. Kimberly Peaslee to the Cumberland County E-911 Emergency Communications District Board of Directors. The motion passed 15-0-2 with Commissioners Rimmer and Hassler passing. Next, a resolution for $4,000 was unanimously approved for the Cumberland County Archives and Heritage Center. A grant was received for shelving for the facility, and the money was officially accepted by the county. A resolution to contract certain HR services from Organizational Management Group was unanimously approved. This is the organization that conducted our salary and benefits study two years ago. The County uses them regarding inquires, updates and maintenance of the classification and compensation system. The contract is for $1,250 through the remainder of the fiscal year.
The final resolution of the evening was regarding the SROs that were approved last month. A motion to fast track the SROs was approved last month, requiring the Budget Committee to find the funds. The Budget Committee determined the first-year startup costs, including vehicles, training, etc., will be up to $251,887, depending on when the officers are hired. The Budget Committee took this money from the Unassigned Fund Balance of the General Fund. As a matter of record, the full commission approved this transfer of funds unanimously.
Financial Report
Property tax receipts are at 97.1% of budget for the year, compared to 96.4% at this point last year. Hotel/Motel tax collections are $546,937 year to date against a $810,000 annual budget. That represents 67.5% of the budgeted income, versus 64.6% at this point last year. Ambulance collections came in $77,868 above projections at $402,868. Year to date, we are $80,933 above projections, which is quite good considering the deficit we began with during the first 5 months of the fiscal year. Prisoner Boarding for the first 7 months of the year are at $382,746 against a budget of $525,000, which represents 72.9% year to date. At this point last year we were at 109.7% of budget, but the annual projected income was just $300,000. Local option sales tax collections were above projections by $8,670 with monthly collections at $643,613. Year to date, collections are $6,153,227 which is $90,198 below projections.
