Cumberland County Commission Meeting
The May 2025 meeting of the Cumberland County Commission was held with all Commissioners present except Potter, York, Shanks, and Sherrill. The meeting began with recognition of Abby Grace Lowe. Abby, a student at CCHS and the granddaughter of County Commissioner Terry Lowe, was recently elected President of the Tennessee State Association of Family, Career and Community Leaders of America (FCCLA). We were proud to present her with a Certificate of Achievement in recognition of this outstanding accomplishment. The youth of Cumberland County continue to demonstrate exceptional leadership and talent. Some of my proudest moments as mayor come when we have the opportunity to honor them.
Resolutions
The following resolutions were considered by the Cumberland County Commission. The sponsor of the resolution is in parenthesis. Detailed information for each resolution can be found here.
RESOLUTION 05-2025-1 – TO REAPPOINT MEMBERS TO THE CUMBERLAND COUNTY BOARD OF HEALTH (FOSTER). Dr. Danny Hall, Dr. Christopher Bell, Dr. Randall Crowder, Jim Petty, and Becki Hillis were appointed to the Cumberland County Board of Health. All terms expire May 31, 2029.
RESOLUTION 05-2025-2 – TO APPOINT MEMBERS TO THE CUMBERLAND COUNTY “E-911” EMERGENCY COMMUNICATIONS DISTRICT BOARD OF DIRECTORS (FOSTER). Nathan Brock was reappointed to the E911 Board, with a term that expires May 31, 2029.
RESOLUTION 05-2025-3 – TO APPOINT MEMBERS TO THE CUMBERLAND COUNTY LIBRARY BOARD (FOSTER). Anne Koci was appointed to a first term of three years on the Library Board. Melanie Sherrill and Howie Peebles were appointed to second terms of three years. All terms expire June 30, 2028.
RESOLUTION 05-2025-4 – TO APPROVE UPDATING THE CURRENT CUMBERLAND COUNTY PERSONNEL POLICY (FOSTER). The annual updates to the personnel policy were tabled for further discussion. Updates this year included clarifications to overtime and compensatory time, longevity pay, the nursing mothers’ policy, discipline, and on-call pay for the Highway Department.
RESOLUTION 05-2025-5 – TO APPROVE THE LEASE OF COUNTY PROPERTY TO THE CITY OF CROSSVILLE FOR PUBLIC PARKING (COOPER). Some time back, the county purchased the property behind the former courthouse on the corner of Thurman Avenue and East 2nd Street. A lease agreement was reached with the City of Crossville to pave this lot so it can be used for public parking. The agreement was approved.
RESOLUTION 05-2025-6 – ADOPTING SPEED LIMITS FOR EXISTING FAIRFIELD GLADE ROADS THAT ARE ON THE COUNTY ROAD LIST (HOLBROOK). This resolution was approved in an effort to clarify that all speed limits on county roads within Fairfield Glade are set at 30 MPH.
RESOLUTION 05-2025-7 – ADOPTING SPEED LIMITS FOR EXISTING LAKE TANSI ROADS THAT ARE ON THE COUNTY ROAD LIST (HOLBROOK). This resolution was approved in an effort to clarify that all speed limits on county roads within Tansi are set at 30 MPH.

- RESOLUTION 05-2025-10 – GENERAL FUND, BUDGET AMENDMENT, OVERRUNS WAGE SCALE (WILSON).
- RESOLUTION 05-2025-11 – HIGHWAY FUND, BUDGET AMENDMENT, OVERRUNS WAGE SCALE (GIBSON).
- RESOLUTION 05-2025-12 – SANITATION FUND, BUDGET AMENDMENT, OVERRUNS WAGE SCALE (BALDWIN).
- RESOLUTION 05-2025-13 – GENERAL FUND, BUDGET AMENDMENT, JUVENILE COURT, PORTABLE RADIO (GIBSON).
- RESOLUTION 05-2025-14 – GENERAL FUND, BUDGET AMENDMENT, LOCAL HEALTH CENTER (MALL).
- RESOLUTION 05-2025-15 – GENERAL FUND, BUDGET AMENDMENT, LOCAL HEALTH CENTER (HOLBROOK).
- RESOLUTION 05-2025-16 – GENERAL FUND, BUDGET AMENDMENT, COURTHOUSE (HOLBROOK).
Financial Update
The Cumberland County Codes Department issued 37 residential and 1 commercial building permits, 30 general mechanical permits, and 28 general plumbing permits in April 2025. A total of $52,803 in fees were collected.
The EMS department collected $785,440 this month for a year-to-date total of $4,146,738 which is $410,440 above monthly projections, and $396,742 above annual projections. To make the annual budget of $4.5 million, monthly collections need to average $375,000.
April sales tax collections (for cash register receipts two months prior) for the BOE for this fiscal year came in at $1,149,333 which was $33,824 below projections. Year to date, collections are $138,852 above projections. Property tax collections were 97.4 percent compared to 100.02 percent in the prior year. Hotel/Motel tax collections are $877,337, which is 70.12 percent of the annual $1,251,275. With eight months of revenue paid, prisoner boarding collections are $361,825 of a $386,952 annual budget.
