Cumberland County Commission Meeting
The April 2025 meeting of the Cumberland County Commission was held with all in attendance except Commissioner John Patterson.
In March, Crab Orchard Elementary and Middle School Archeries, as well as SMHS Archery competed at the state tournament in both 3D and bullseye archery. Both Crab Orchard teams qualified for Nationals in 3D and bullseye. SMHS Archery won first-place in the state in team 3D.
The following individuals also earned state accolades from Crab Orchard Middle:
Reegan Eaton placed 2nd in middle-school and 7th overall
Alex Hall was overall middle-school champion and placed 2nd overall
SMHS state accolades:
Trevor Thompson won state champion in both 3D and bullseye
Layla Kilgore won overall state champion girl in 3D
Braxton Wilbanks individually qualified for Nationals in 3D
Andrew Hall individually qualified for Nationals in bullseye
Maddy Young individually qualified for Nationals in both 3D and bullseye
Crab Orchard is coached by Cindy Miniard, Charles Pasters, and Jake Beaty.
The Crab Orchard Elementary school team members include Andy Barnes, Bella Barnes, Bo Barnes, Abel Braden, Gage Collins, Reid Creekmore, Peyton DeAnda, Madison Gibson, Charlie Houston, Riley Palmer, Colton Parrigin, Jax Reagan, Chloe Richards, Jemma Sherrill, Sunny Snell, Witten Stofflet, and Gunner Walker.
The Crab Orchard middle school team members include Amelia Beaty, Aden Bullard, Ryder Cook, Mady Dillon, Nathan Drew, Reegan Eaton, Ryker Eaton, Janson Green, Shayla Green, Alex Hall, Jaiden Harrison, Shelby Newcome, Grady Pelfrey, Kaydence Pelfrey, Riley Radcliffe, Natalie Scarberry, Reed Scarberry, RaeAnn Smith, Bella Stephens, Sarah Grace Swaw, Addi Thompson, Jayla Thompson, Gage Tollett, Jackson Velocci, Alivia Walker, Jaxon Wallace, and Alexis Young.
SMHS is coached by Nathan Thompson. Team members include Wesley Abbott, Ella Beaty, Wyatt Blaylock, Katelin Dinkins, Raylen Eaton, Andrew Hall, Layla Kilgore, Bri Powell, Trevor Thompson, Braxton Wilbanks, Anderson York, and Maddy Young.
The Crab Orchard teams and SMHS individuals will be competing May 8th -10th at the 2025 NASP US Eastern National in Louisville, Kentucky. We wish them the best of luck!
Resolutions
The following resolutions were considered by the Cumberland County Commission. The sponsor of the resolution is in parenthesis. Detailed information for each resolution can be found here.
RESOLUTION 04-2025-1 –TO APPOINT CUMBERLAND COUNTY BUILDING MAINTENANCE DIRECTOR (FOSTER). Chase Wood was presented to be the next Maintenance Director and was approved unanimously.
RESOLUTION 04-2025-2 – TO APPOINT MEMBERS TO THE CUMBERLAND COUNTY “E-911” EMERGENCY COMMUNICATIONS DISTRICT BOARD OF DIRECTORS (FOSTER). Tom Isham was reappointed to the E-911 Board for a four-year term expiring April 30, 2029 in a 17-0 vote.
RESOLUTION 04-2025-3 – TO APPOINT MEMBERS TO THE ADULT-ORIENTED ESTABLISHMENT BOARD (FOSTER). David Gibson and Grant Thurman were reappointed to the Adult-Oriented Establishment Board for four-year terms expiring April 1, 2029 in a unanimous vote.
RESOLUTION 04-2025-4 – TO APPOINT MEMBERS TO THE INDUSTRIAL DEVELOPMENT CORPORATION BOARD OF CUMBERLAND COUNTY-CROSSVILLE (FOSTER). Cliff Wightman, Josh Stone, and Travis Isaacson, were reappointed, and Sonya Rimmer was appointed to four-year terms on the IDB. The vote was 17-0.
RESOLUTION 04-2025-5 – TO APPOINT A COUNTY MEDICAL EXAMINER (FOSTER). Dr. James Wojcik was reappointed the County Medical Examiner in a unanimous vote. Dr. Wojcik has done an outstanding job as both the Medical Examiner and the Medical Director for Cumberland County and we are pleased to keep him.
RESOLUTION 04-2025-6 – TO APPOINT A MEMBER TO THE CUMBERLAND COUNTY HEALTH AND SAFETY STANDARDS BOARD (FOSTER). Nancy Hyder and Sheryl Webb were reappointed to four-year terms on the HSSB in an 17-0 vote.
RESOLUTION 04-2025-7 – EMPOWERING THE MAYOR TO EXECUTE AN AGREEMENT FOR THE DONATION OF THE HOMESTEAD TOWER TO THE STATE OF TENNESSEE PARK SYSTEM (DAVIS). The Homestead Tower Association has asked that the county consider donating the Homestead Tower to the Tennessee State Park system. The state is willing to take the tower and maintain it and keep it open as a museum. The vote was unanimous to approve the donation.
RESOLUTION 04-2025-8 – TO APPROVE THE CUMBERLAND COUNTY FUND BALANCE POLICY (HOLBROOK). The Tennessee Comptroller of the Treasury’s State Audit Division recommended Cumberland County adopt a fund balance policy. The policy was approved in an 17-0 vote and will be posted online under Documents of Interest and in the documents for the Budget Committee soon.

Financial Update
The Cumberland County Codes Department issued 48 residential and 1 commercial building permits, 29 general mechanical permits, and 28 general plumbing permits in March 2025. A total of $64,001 in fees were collected.
The EMS department collected $544,461 this month for a year-to-date total of $3,361,298 which is $169,461 above monthly projections, and $13,698 below annual projections. To make the annual budget of $4.5 million, monthly collections need to average $375,000.
February sales tax collections (for cash register receipts two months prior) for the BOE for this fiscal year came in at $1,155,681 which was $54,055 below projections. Year to date, collections are $172,676 above projections. Property tax collections were 96.79 percent compared to 99.29 percent in the prior year. Hotel/Motel tax collections are $786,465, which is 62.85 percent of the annual $1,251,275. With six months of revenue paid, prisoner boarding collections are $323,039 of a $386,952 annual budget.
