County Mayor’s Notes – October 21st, 2024

Cumberland County Commission Meeting
The October 2024 meeting of the Cumberland County Commission was held tonight with all in attendance except Commissioners Seiber and Patterson.

During the special announcement section, I read a proclamation proclaiming October 23rd – 31st as Red Ribbon Week in honor of our Young Marines that work so hard to prevent drug abuse in our community.  The Young Marines do a lot for the youth here and we are very lucky to have the dedicated volunteers that run the program.

The proclamation reads:
WHEREAS, alcohol and drug abuse affect individuals, families, and communities across the nation daily; and
WHEREAS, it is imperative that visible, unified efforts by community members be launched to prevent drug abuse; and
WHEREAS, Red Ribbon Week offers citizens the opportunity to demonstrate their commitment to drug-free lifestyles; and
WHEREAS, this year, Red Ribbon Week will be celebrated in communities across the nation on October 23rd – 31st; and
WHEREAS, businesses, government, law enforcement, media, health care providers, religious institutions, schools, and other community-based organizations will demonstrate their commitment to healthy, drug-free lifestyles by wearing red ribbons and participating in drug prevention activities;

NOW, THEREFORE, BE IT RESOLVED that I, Allen Foster, Mayor of Cumberland County, do hereby proclaim October 23rd – 31st as Red Ribbon Week and I encourage our community to participate in drug prevention education activities, not only during Red Ribbon Week, but also throughout the year, making a visible statement that we are strongly committed to a drug-free lifestyle.

RESOLUTION 10-2024-1 – TO ACCEPT OFFER(S) TO PURCHASE DELINQUENT TAX PROPERTY OWNED BY CUMBERLAND COUNTY (HOLBROOK).  The following delinquent tax properties were approved in a unanimous vote in favor of accepting the offers to purchase and will now go back on the tax rolls.

RESOLUTION 10-2024-2 – TO APPOINT MEMBERS TO THE CUMBERLAND COUNTY LIBRARY BOARD (FOSTER).  In an 16-0 vote, Anne Koci was appointed to fill the unexpired term of Kathy T. Ivey.   The remainder of the term will expire June 30, 2025.

RESOLUTION 10-2024-3 – TO APPOINT ONE (1) JUDICIAL COMMISSIONER FOR CUMBERLAND COUNTY, TENNESSEE (GIBSON).  Michaela Smith, upon the recommendation of Judge Amanda Worley and Judicial Commissioner Director Jennifer Phillips-Cross, was appointed to a six-month term as a Judicial Commissioner of Cumberland County in a unanimous vote.

RESOLUTION 10-2024-4 – TO AUTHORIZE THE SALE OF DELINQUENT TAX PROPERTIES (FOSTER).  The state of Tennessee overhauled the process of selling delinquent tax properties.  The changes went into effect on September 1, 2024.  State laws requires the County Mayor to take charge of all parcels purchased by the county at a delinquent tax sale and allows said Mayor to authorize the sale of each parcel of land.  It also grants the county legislative body the authority to adopt regulations concerning sales of parcels purchased by the county at a delinquent tax sale.  This resolution, adopted 16-0, does just that.  The major change to our process is that the Delinquent Tax Committee is no longer required.  This should speed up the process and generally make it more efficient.

Financial Update
The Cumberland County Codes Department issued 36 building permits, 22 general mechanical permits, 26 general plumbing permits, 2 unheated basement permits, and two plan reviews in September 2024.  A total of $45,919 in fees were collected. 

The EMS department collected $480,508 this month for a year-to-date total of $1,239,466 which is $114,470 above projections.  To make the annual budget of $4.5 million, monthly collections need to average $375,000.

September sales tax collections (for cash register receipts two months prior) for the BOE for this fiscal year came in at $1,393,264 which was $33,961 below projections.  Year to date, collections are $11,426 above projections.  Property tax collections are at 7.65 percent compared to 11.66 percent in the prior year.  Hotel/Motel tax collections are $276,850, which is 22.13 percent of the annual $1,251,275.  With one month of revenue paid, prisoner boarding collections are $44,526 of a $386,952 annual budget.
