Cumberland County Commission Meeting
The August 2024 meeting of the Cumberland County Commission was held tonight with all Commissioners in attendance. With Commissioner Walker’s resignation, the commission now has 17 members for the purpose of a quorum, with nine being required to pass a resolution. This will remain in place until Wiley Potter takes office on September 1.
As you may be aware, there is about to be a vacant Board of Education (BOE) seat in the 7th district as Rebecca Hamby has resigned due to medical developments, effective September 1, 2024. The Commission was given formal notice of vacancy from the County Clerk, and they also received notice from my office.
This vacancy will be filled in the November election. As this will be voted on in November, Jill Davis will put notice in the paper. Independent candidate petitions will be issued starting September 3rd at the Election Commission Office on Northside Lane. September 11th at noon will be the qualifying deadline, but anyone interested should reach out to the Election Commission for more details. Proof of High School Diploma or GED is required. The Republican and Democratic Parties have the option to caucus for candidates.
TCA (state law) is different for BOE appointments than it is for other offices, so the Commission still had the discretion and authority to appoint someone in September for about a month and a half in office.
A motion was made and approved unanimously that the vacant Seventh District BOE be filled at the November election per TCA guidelines, with no additional action by the County Commission.

RESOLUTION 08-2024-1– TO ACCEPT OFFER(S) TO PURCHASE DELINQUENT TAX PROPERTY OWNED BY CUMBERLAND COUNTY (HOLBROOK). The following delinquent tax properties were approved in a unanimous vote in favor of accepting the offers to purchase and will now go back on the tax rolls.

RESOLUTION 08-2024-2 – TO APPOINT MEMBERS TO THE CUMBERLAND COUNTY RAILROAD AUTHORITY (FOSTER). Wendell Wilson and Joe Sherrill were reappointed to the Railroad Authority in a 17-0 vote.
RESOLUTION 08-2024-3 – TO APPOINT MEMBERS TO THE CROSSVILLE CUMBERLAND COUNTY CONVENTION AND VISITORS’ BUREAU (FOSTER). Beth Davis and Wanda Reid were reappointed to the Convention and Visitors Bureau (CVB) in a unanimous vote.
RESOLUTION 08-2024-4 – TO APPOINT MEMBERS TO THE CUMBERLAND COUNTY “E-911” EMERGENCY COMMUNICATIONS DISTRICT BOARD OF DIRECTORS (FOSTER). Everett Bolin was reappointed, and Randy Davis and Dr. James Wojcik were appointed to the Emergency Communications District Board in a 17-0 vote.
RESOLUTION 08-2024-5 – APPROVING A LEASE AGREEMENT BETWEEN TCAT CROSSVILLE AND CUMBERLAND COUNTY FOR USE OF THE OLD COUNTY GARAGE ROAD PROPERTY (ISHAM). The TCAT Truck Driving Program had to relocate unexpectedly, and needs an area for training for approximately a year while constructing their permanent space. A lease agreement was approved unanimously to allow TCAT to use property on Old County Garage Road during that time.
RESOLUTION 08-2024-6 – ADOPTING A SPEED LIMIT ON HIGHLAND RIDGE DRIVE (MALL). This resolution, approved 17-0, reduced the speed limit on Highland Ridge Drive to 25 MPH.
RESOLUTION 08-2024-7 – CORRECTING LENGTH OF WALTON COURT ON THE COUNTY ROAD LIST (WILSON). This resolution, approved unanimously, corrected the length of Walton Court from 0.10 miles to 0.30 miles.
RESOLUTION 08-2024-8 – IN SUPPORT OF DEFENDANTS IN GROOMS V. COX, ET.AL. (PATTERSON). This resolution was intended to show support of employees of Cumberland County in a lawsuit that has been filed at the jail. The resolution was approved 17-0.
RESOLUTION 08-2024-20 – ADDING YORK LANE, YORK CIRCLE, KEATING COURT AND THE REMAINING PORTION OF KEATING LOOP TO THE COUNTY ROAD LIST (WILSON). This resolution, adopted unanimously, added the above roads to the county road list.
RESOLUTION 08-2024-21 – TO ADOPT THE TENNESSEE HOUSING DEVELOPMENT AGENCY POLICIES AND PROCEDURES FOR THE 2024 HOME GRANT (FOSTER). This resolution was required as a part of a $750,000 grant the county received to help individuals with repairs and other housing needs. The program is administered by the UCDD on behalf of the county, and the resolution was approved 17-0.
The following routine budget amendments were approved by the Commission for various county departments:

- RESOLUTION 08-2024-10 – GENERAL FUND, BUDGET AMENDMENT, COUNTY BUILDINGS (YORK).
- RESOLUTION 08-2024-11 – GENERAL PROGRAM SCHOOL FUND, BUDGET AMENDMENT, COORDINATES SCHOOL HEALTH (STONE).
- RESOLUTION 08-2024-12 – GENERAL PROGRAM SCHOOL FUND, BUDGET AMENDMENT, PURCHASE REBATE (STONE).
- RESOLUTION 08-2024-13 – GENERAL PROGRAM SCHOOL FUND, BUDGET AMENDMENT, SCHOOL HEALTH PROFILE (STONE).
- RESOLUTION 08-2024-14 – FUND 142 FEDERAL SCHOOL BUDGET, BUDGET AMENDMENT, CTE PERKINS (STONE).
- RESOLUTION 08-2024-15 – PERKINS RESERVE CONSOLIDATED FEDERAL FUND, BUDGET AMENDMENT, CTE PERKINS RESERVED CONSOLIDATED (STONE).
- RESOLUTION 08-2024-16 – GENERAL FUND, BUDGET AMENDMENT, COUNTY MAINTENANCE (SHERRILL).
- RESOLUTION 08-2024-17 – AUTHORIZING THE ISSUANCE OF INTEREST-BEARING GENERAL OBLIGATION CAPITAL OUTLAY NOTES OF CUMBERLAND COUNTY, TENNESSEE, IN AN AGGREGATE PRINCIPAL AMOUNT OF NOT TO EXCEED TWO MILLION THREE HUNDRED FIFTY-ONE THOUSAND AND NO/100 DOLLAR ($2,351.000); MAKING PROVISION FOR THE ISSUANCE, SALE AND PAYMENT OF SAID NOTES, ESTABLISHING THE TERMS THEREOF AND THE DISPOSITION OF PROCEEDS THEREFROM; AND PROVIDING FOR THE LEVY OF TAX, IF NECESSARY, FOR THE PAYMENT OF PRINCIPAL THEREOF AND INTEREST THEREON (STONE).
- RESOLUTION 08-2024-18 – OF THE GOVERNING BODY OF CUMBERLAND COUNTY, TENNESSEE, AUTHORIZING THE ISSUANCE, SALE, AND PAYMENT OF GENERAL OBLIGATION INTERFUND CAPITAL OUTLAY NOTES IN AN AGGREGATE PRINCIPAL AMOUNT OF NOT TO EXCEED FIVE MILLION NINE HUNDRED THOUSAND DOLLARS ($5,900.000) (STONE).
- RESOLUTION 08-2024-19 – GENERAL FUND, BUDGET AMENDMENT, OPIOID TASK FORCE (SHERRILL).
Financial Update
The Cumberland County Codes Department issued 39 building permits, 27 general mechanical permits, 35 general plumbing permits, one plan review, and one unheated basement permit in July 2024. A total of $55,284 in fees were collected.
There will be no detailed financial report this month as the new fiscal year is just getting started.
