Cumberland County Commission Meeting
The February 2024 meeting of the Cumberland County Commission was held tonight with all in attendance except Commissioners Walker, Hyder, and Davis.
Resolutions
The following resolutions were considered by the Cumberland County Commission. The sponsor of the resolution is in parenthesis.
RESOLUTION 02-2024-1 – TO ACCEPT OFFER(S) TO PURCHASE DELINQUENT TAX PROPERTY OWNED BY CUMBERLAND COUNTY (HOLBROOK). The following delinquent tax properties were approved in a unanimous vote in favor of accepting the offers to purchase and will now go back on the tax rolls.

RESOLUTION 02-2024-2 – TO APPOINT MEMBERS TO THE AGRICULTURAL EXTENSION COMMITTEE (FOSTER). Matthew McClanahan and Kira Updike were recommended and approved for two-year terms on the committee in a 15-0 vote.
RESOLUTION 02-2024-3 – ALLOWING THE CUMBERLAND COUNTY ROAD SUPERINTENDENT TO APPLY FOR A RESURFACING AND STRIPING TRANSPORTATION PLANNING GRANT (SEIBER). This resolution, approved unanimously, authorized the Road Superintendent to apply for a grant that, if received, will help pay for a road study. Among other details, the study will detail condition, striping, priority and costs associated with each road.
RESOLUTION 02-2024-5 – GENERAL FUND, BUDGET AMENDMENT, COUNTY COMMISSION (SEIBER). This resolution approved funding for the purchase of the vacant lot between the courthouse and the library for $230,000. The resolution was approved 15-0.
RESOLUTION 02-2024-10 – APPROVING APPLICATION FOR THE TENNESSEE HOUSING DEVELOPMENT AGENCY FOR HOME GRANT FUNDS (SEIBER). This resolution unanimously authorized my office to apply for the THDA grant for up to $750,000 with zero match. If received, the grant will provide for renovations to homes for low-income individuals.
RESOLUTION 02-2024-11 – APPROVE NEGOTIATION AND SETTLEMENT WITH BYRDS CREEK DRIVE RESIDENTS (LOWE). This resolution authorized the county attorney to negotiate a settlement with residents on Byrd’s Creek Drive concerning a bridge that was allegedly damaged when the county failed to clean out a bridge over Highland Lane. The resolution was approved 15-0.
The following routine budget amendments were approved by the Commission for various county departments:

- RESOLUTION 02-2024-6 – CENTRAL CAFETERIA FUND, BUDGET AMENDMENT, USDA FUNDS (PATTERSON)
- RESOLUTION 02-2024-7 – CENTRAL CAFETERIA FUND, BUDGET AMENDMENT, FOOD STORAGE AND DISTRIBUTION (MAXWELL)
- RESOLUTION 02-2024-8 – GENERAL PURPOSE SCHOOL FUND, BUDGET AMENDMENT, ARPA – NORTH KIDS CLUB GRANT (STONE)
- RESOLUTION 02-2024-9 – TVA BATTELLE EDUCATION GRANT SCHOOL FUND, NEW GENERAL FUNDS GRANT (SEIBER)
Financial Update
EMS collections were $314,082, which is below the budgeted monthly amount of $366,667. Year to date we are $102,233 ahead of budgeted projections with total collections of $2,668,898. Sales tax for the BOE was $1,630,073 which was $69,863 above budget. These were the December cash register receipts. Year to date we are approximately $200,000 below budget. Property tax collections are good at 67.22 percent of budget year to date. Hotel/Motel collections are $730,601 and were $719,648 in the prior year. Prisoner boarding collections from the state stand at $150,511.
