County Mayor’s Notes – January 22nd, 2024

Cumberland County Commission Meeting
The January 2024 meeting of the Cumberland County Commission was held tonight with all in attendance except Commissioners Patterson, Walker (health issues), Lowe, and Maxwell.  The meeting was originally set for January 16, but was postponed due to the poor weather.

Resolutions
The following resolutions were considered by the Cumberland County Commission.  The sponsor of the resolution is in parenthesis.

RESOLUTION 01-2024-1 – TO ACCEPT OFFER(S) TO PURCHASE DELINQUENT TAX PROPERTY OWNED BY CUMBERLAND COUNTY (HOLBROOK).  The following delinquent tax properties were approved in a unanimous vote in favor of accepting the offers to purchase and will now go back on the tax rolls.

RESOLUTION 01-2024-2 – APPROVING THE 2024 CUMBERLAND COUNTY ROAD LIST (LOWE).  The 2024 version of the Cumberland County Road list was approved by the Planning Commission and the Environmental Committee.  The County Commission voted to approve 14-0.

RESOLUTION 01-2024-3 – ALLOCATING FUNDING FOR RENOVATIONS TO THE FORMER COURTHOUSE (SHERRILL).  This resolution approved the low bid in the amount of $2,999,750 for the renovations at the courthouse, including a complete HVAC replacement.  For reference, the original estimate was for up to $3.9 million.  The money will come from existing funds including the $2 million grant from Speaker Sexton and Senator Bailey, as well as Debt Service reserves.  Conservative budgeting will allow us to pay for the courthouse work with reserves and no new debt will be required.  The funding was approved in a unanimous vote.

The following routine budget amendments were approved by the Commission for various county departments:

  • RESOLUTION 01-2024-4 – GENERAL FUND, BUDGET AMENDMENT, REGISTER OF DEEDS (MAXWELL).
  • RESOLUTION 01-2024-5 – GENERAL FUND, BUDGET AMENDMENT, JUVENILE COURT (SHERRILL).
  • RESOLUTION 01-2024-6 – GENERAL PURPOSE SCHOOL FUND, ARPA – NORTH KIDS CLUB GRANT (SHERRILL).
  • RESOLUTION 01-2024-7 – GENERAL PURPOSE SCHOOL FUND, BUDGET AMENDMENT, ISM STATE GRANT (STONE).

Financial Update
EMS collections were $317,724, which is below the budgeted monthly amount of $366,667.  Year to date we are $154,818 ahead of budgeted projections with total collections of $2,354,816.  Sales tax for the BOE was $1,314,873 which was about $61,000 below budget.  Year to date we are approximately $270,000 below budget.  Property tax collections are good 57.38 percent of budget halfway through the year.  Hotel/Motel collections are $660,379 and were $646,122 in the prior year.  Prisoner boarding collections from the state stand at $150,511.
