County Mayor’s Notes – December 18th, 2023

Cumberland County Commission Meeting
Merry Christmas and Happy New Year! 

The December 2023 meeting of the Cumberland County Commission was held tonight with all in attendance except Commissioner Walker who is out with health issues.

Resolutions
The following resolutions were considered by the Cumberland County Commission.  The sponsor of the resolution is in parenthesis.

RESOLUTION 12-2023-1 – TO ACCEPT OFFERS(S) TO PURCHASE DELINQUENT TAX PROPERTY OWNED BY CUMBERLAND COUNTY (HOLBROOK). The following delinquent tax properties were approved in a unanimous vote in favor of accepting the offers to purchase and will now go back on the tax rolls.

RESOLUTION 12-2023-2 – TO APPOINT MEMBERS TO THE CUMBERLAND COUNTY BUILDING CODES BOARD OF APPEALS (FOSTER).  The following individuals were appointed to the Building Codes Board of Appeals in a 17-0 vote.  This is the board created last month to hear building code appeals cases.

  • John Stubbs is appointed for a term of four (4) years with the term to expire December 31, 2027.
  • Ricky Smith is appointed for a term of four (4) years with the term to expire December 31, 2027.
  • Carl Deskins is appointed for a term of three (3) years with the term to expire December 31, 2026.
  • Mark Norrod is appointed for a term of two (2) years with the term to expire December 31, 2025.
  • Sam McAdoo is appointed for a term of one (1) year with the term to expire December 31, 2024.

RESOLUTION 12-2023-3 – TO APPOINT CUMBERLAND COUNTY FLEET MAINTENANCE SUPERVISOR (FOSTER).  In a unanimous vote, Mark Naser was appointed to serve as the Fleet Maintenance Supervisor.

RESOLUTION 12-2023-4 – TO RE-APPOINT MEMBERS TO THE WILDLIFE AND FISHERIES’ COMMITTEE (FOSTER).  Wayne Shadden and Charles Daugherty were reappointed to the committee with terms expiring November 30, 2027.  The vote was 17-0.

RESOLUTION 12-2023-5 – TO RE-APPOINT MEMBER TO THE CUMBERLAND PLATEAU WATER AUTHORITY (FOSTER). Sean Stephens was reappointed to the CPWA in a unanimous vote.  His original term was for one year in order to keep the appointments staggered.  This was for a full four-year term.

RESOLUTION 12-2023-6 – PETITIONING THE STATE OF TENNESSEE TO RENAME THE SCOTT CREEK BRIDGE ON HWY 127N IN MEMORY OF DAVID “DAVE” WARREN GARRETT (SEIBER).  This resolution, approved unanimously, stated:

WHEREAS, David “Dave” Warren Garrett was born on December 28, 1948; and
WHE0REAS, Dave grew up in Fentress County but moved to Cumberland County after a deployment in the United States Army from 1968 – 1971; and
WHEREAS, Dave and his wife, Glenda Nell Bowman, raised their three daughters in the community of Rinnie; and
WHEREAS, being the friend that you could always count on, Dave helped to build and man the Rinnie Volunteer Fire Hall; and 
WHEREAS, Dave and his family are members of Rinnie Baptist Church where they remain faithful in their service of God, the church, and the community; and
WHEREAS, on the morning of February 25, 2023, Dave and some of his closest friends were involved in an automobile accident on Highway 127-N at the Scott Creek Bridge in Cumberland County, resulting in the loss of Dave; and
WHEREAS, over thirty-five individuals from Dave’s community have signed a petition to rename Scott Creek Bridge in memory of David “Dave” Warren Garrett; and
WHEREAS, at the November 30, 2023 Environmental Committee meeting, a motion was made by Charles Seiber and seconded by Jerry Cooper with no one opposed, to send this request to TDOT for completion. 
NOW, THEREFORE BE IT RESOLVED, by the Cumberland County Board of Commissioners that a request be made to the Tennessee Department of Transportation to hereby rename the Scott’s Creek Bridge on Highway 127-N in memory of David “Dave” Warren Garrett.

RESOLUTION 12-2023-7 – EXTENDING SWAN ROAD ON THE COUNTY ROAD LIST (LOWE).  This resolution to approve extending Swan Road from 0.45 miles to 0.93 miles was approved 17-0.  The request had previously been approved by the Planning Commission and Environmental Committee.

RESOLUTION 12-2023-8 – AN AGREEMENT BETWEEN PUTNAM COUNTY, TENNESSEE AND CUMBERLAND COUNTY, TENNESSEE FOR AUTOMATIC AID REGARDING FIRE SERVICE (FOSTER).  This resolution, approved unanimously, was for standard automatic aid between Cumberland and Putnam counties in Cumberland Cove, Cumberland Lakes, the Jim Garrett corridor, the Dripping Springs corridor, Clarkrange Highway from Dripping Springs east to the County Line and Glade Creek area.  Assistance will be automatically dispatched between the counties in these areas.

RESOLUTION 12-2023-14 – TO ADOPT THE RESIDENTIAL AND COMMERCIAL BUILDING CODES FOR CUMBERLAND COUNTY (THREET).  This resolution adopted commercial building codes for Cumberland County in addition to the residential codes adopted last month.  This is the last of the resolutions required for the county to start inspecting residential and commercial properties with our own department.  Again, many thanks go out to the City of Crossville and their codes department for assisting the county for all of these years.  The resolution was approved 17-0.

RESOLUTION 12-2023-15 – ALLOCATING FUNDING FOR REPAIRS TO THE FORMER COURTHOUSE (SHERRILL).  This resolution approved the low bid in the amount of $2,281,199 for the structural repairs at the courthouse.  For reference, the original estimate was for up to $4,000,000.  Next month we hope to approve the renovation work.  The funding was approved in a unanimous vote.

The following routine budget amendments were approved by the Commission for various county departments:

  • RESOLUTION 12-2023-9 – DRUG FUND, BUDGET AMENDMENT (COOPER)
  • RESOLUTION 12-2023-10 – GENERAL FUND, BUDGET AMENDMENT, LOCAL HEALTH CENTER (SEIBER)
  • RESOLUTION 12-2023-11 – GENERAL FUND, CODES COMPLIANCE (SHERRILL)
  • RESOLUTION 12-2023-12 – GENERAL FUND, COUNTY CLERK (STONE)
  • RESOLUTION 12-2023-13 – GENERAL FUND, CUMBERLAND HOMESTEADS TOWER ASSOCIATION (STONE)

Financial Update
EMS collections were $404,077, which is above the budgeted monthly amount of $366,667.  Year to date we are $203,761 ahead of budgeted projections with total collections of $2,037,092.  Sales tax for the BOE was $1,294,789 against a budget of $1,377,439 for a difference of $82,650 below budget.  Year to date we are $207,717 below budget.  Property tax collections are good and comparable to 24.49% last year.  Hotel/Motel collections are $567,364 and were $550,753 in the prior year.  Prisoner boarding collections from the state stand at $110,536.
