Cumberland County Commission Meeting

The November 2023 meeting of the Cumberland County Commission was held tonight with all in attendance except Commissioner Walker who is out with health issues.
Resolutions
The following resolutions were considered by the Cumberland County Commission. The sponsor of the resolution is in parenthesis.
RESOLUTION 11-2023-1 – ACCEPT OFFER(S) TO PURCHASE DELINQUENT TAX PROPERTY OWNED BY CUMBERLAND COUNTY (HOLBROOK). The following delinquent tax properties were approved in a unanimous vote in favor of accepting the offers to purchase and will now go back on the tax rolls.

RESOLUTION 11-2023-2 – APPOINT ONE (1) JUDICIAL COMMISSIONER FOR CUMBERLAND COUNTY, TENNESSEE (GIBSON). Felicia Hedgecoth, on recommendation of Judge Amanda Worley and Judicial Commissioner Director Jennifer Phillips-Cross, was appointed to a six-month term as a Cumberland County Judicial Commissioner. The resolution was approved 17-0.
RESOLUTION 11-2023-3 – TO ADOPT THE RESIDENTIAL BUILDING CODES FOR CUMBERLAND COUNTY (LOWE). This resolution approved the residential building codes that the new county Codes Department will follow. The State of Tennessee will inspect qualifying Commercial properties until our inspectors are certified to take it over. The resolution was approved unanimously.
RESOLUTION 11-2023-4 – TO CREATE A BUILDING CODE BOARD OF APPEALS (LOWE). This resolution created a five-member board of appeals for issues to be heard concerning codes. The board was approved 17-0.
RESOLUTION 11-2023-5 –SUPPORT FOR THE STATE OF ISRAEL (PATTERSON). This resolution, co-sponsored by me and most of the Commissioners, was designed to show our support for Israel. It was approved unanimously. The resolution reads:
WHEREAS, the State of Israel was attacked on October 7th, 2023 by Hamas terrorists; and
WHEREAS, Cumberland County condemns the Hamas atrocities and condemns all those who promote anti-Semitism; and
WHEREAS, Cumberland County recognizes the right of the State of Israel to exist; and
WHEREAS, Cumberland County recognizes the right of the State of Israel to defend itself and to act to secure its homeland; and
NOW, THEREFORE, BE IT RESOLVED that Cumberland County wishes to publicly voice support for the citizens of the State of Israel; and
BE IT FURTHER RESOLVED that Cumberland County wishes to publicly voice support for all Jewish people who reside in Cumberland County and all Jewish people who may reside in any other nation.

Financial Update
EMS collections were $463,069, which is above the budgeted monthly amount of $366,667. Year to date we are $166,351 ahead of budgeted projections. Sales tax for the BOE was $1,294,795 against a budget of $1,377,439 for a difference of $82,644 below budget. Year to date we are $207,711 below budget. Property tax collections are at approximately 23.34%, compared to 10.15% last year. Hotel/Motel collections are $428,762 and were $415,244 in the prior year. Prisoner boarding collections from the state stand at $110,536.
