County Mayor’s Notes – October 16th, 2023

Cumberland County Commission Meeting
The October 2023 meeting of the Cumberland County Commission was held tonight with all in attendance except Commissioners Walker, Hyder, and Davis.

During the special recognition section of the evening, the Public Health Director for our Health Department, Angela Slaven, recognized employee Lindsay Bice-Shirley.  Lindsay recently won the Health Educator of the Year award at the Annual TPHA Awards Conference!  What a great testament to Lindsay’s hard work and dedication to the people of Cumberland County.  Congratulations Lindsay on a job well done!

September of each year means the election of County Commission officers.  Last month, the Commissioners were unable to elect a Chair Pro-Tem as Commissioners Lowe and Wilson were nominated for Chair Pro-Tem, with Wilson receiving 7 votes and Lowe receiving 5, with both abstaining in the vote.  It takes a majority for a vote to pass, so no one was elected and it was set to be voted on again this month.  When it was time to discuss the nominations again, Commissioner Wilson spoke up and said that he was withdrawing his name from nomination and Commissioner Lowe was unanimously appointed Chair Pro-Tem.

Resolutions

The following resolutions were considered by the Cumberland County Commission.  The sponsor of the resolution is in parenthesis.

RESOLUTION 10-2023-1 TO ACCEPT OFFER(S) TO PURCHASE DELINQUENT TAX PROPERTY OWNED BY CUMBERLAND COUNTY (HOLBROOK). The following delinquent tax properties were approved in a unanimous vote in favor of accepting the offers to purchase and will now go back on the tax rolls.

RESOLUTION 10-2023-2 EXTENDING KEATING LOOP ON THE COUNTY ROAD LIST (LOWE).  A clerical error resulted in Keating Loop being listed on the official road list incorrectly.  A public hearing was conducted by the Planning Commission, and the request to correct was approved with no public comments.  To correct the error, the road was extended from 0.26 miles to 0.54 miles in a 15-0 vote.

RESOLUTION 10-2023-3 – CHANGING THE NAME OF KILBY FARM ROAD TO DAUGHERTY LANE ON THE COUNTY ROAD LIST (LOWE).  A public hearing was conducted by the Planning Commission, and the requested name change was approved with no public comments.  The change was approved in a unanimous vote.

RESOLUTION 10-2023-4 – EXTENDING MAYFAIR DRIVE ON THE COUNTY ROAD LIST (LOWE).  A public hearing was conducted by the Planning Commission, and the request was approved with no public comments.  The road was extended from 0.22 miles to 0.25 miles in a 15-0 vote.

RESOLUTION 10-2023-5 – EXTENDING PARNELL ROAD ON THE COUNTY ROAD LIST (LOWE).  A public hearing was conducted by the Planning Commission, and the request was approved with no public comments.  The road was extended from 0.37 miles to 0.93 miles in a unanimous vote.

RESOLUTION 10-2023-6 – ADDING PEAR CIRCLE TO THE COUNTY ROAD LIST (LOWE).  A public hearing was conducted by the Planning Commission, and the request was approved with no public comments.  The road was added to the road list in a 15-0 vote.

RESOLUTION 10-2023-7 – REMOVING TANNER ROAD FROM THE COUNTY ROAD LIST (LOWE).  A public hearing was conducted by the Planning Commission, and the request was approved with no public comments.  The road was removed from the road list in a unanimous vote.

RESOLUTION 10-2023-8 – AUTHORIZING CUMBERLAND COUNTY TO JOIN THE PROPOSED OPIOID ABATEMENT SETTLEMENT WITH FOOD CITY (FOSTER).  This resolution, much like others that have been passed starting back in December of 2001, allows the county to participate in class action settlements for opioid abatement.  It was approved 15-0.

RESOLUTION 10-2023-9 – TO APPROVE THE APPOINTMENT OF AN EMERGENCY MEDICAL SERVICES MEDICAL DIRECTOR (FOSTER).  This was a routine resolution to reappoint Dr. Jim Wojcik as the Cumberland County Medical Director.  It was approved unanimously.

RESOLUTION 10-2023-10 – AUTHORIZING CUMBERLAND COUNTY TO ENTER INTO A NEW DECLARATION OF COVENANTS AND RESTRICTIONS FOR PROPERTY FORMERLY KNOW AS VF FACTORY OUTLET MALL (SEIBER).  This resolution redefined and clarified the restrictions that are in the covenants for the property commonly referred to as VF Mall.  There have been many changes to the covenants in the area over the years, and this resolution clearly defines how the property can be used going forward.  The resolution was approved in a 15-0 vote.

RESOLUTION 10-2023-11 – TO APPOINT A CUMBERLAND COUNTY CODES DEPARTMENT DIRECTOR (FOSTER).  Joshua Selby was approved to be the first Director of Codes for Cumberland County in a unanimous vote.  Welcome Joshua!

The following routine budget amendments were approved by the Commission for various county departments:

  • RESOLUTION 10-2023-12 – GENERAL FUND, BUDGET AMENDMENT, LIBRARY (STONE).
  • RESOLUTION 10-2023-13 – GENERAL FUND, BUDGET AMENDMENT, COMPLEX (SHERRILL).
  • RESOLUTION 10-2023-14 – GENERAL FUND, BUDGET AMENDMENT, ELECTION COMMISSION (SHERRILL).
  • RESOLUTION 10-2023-15 – GENERAL FUND, BUDGET AMENDMENT, LIBRARY (COOPER).
  • RESOLUTION 10-2023-16 – GENERAL FUND, BUDGET AMENDMENT, COUNTY COMMISSION (STONE).
  • RESOLUTION 10-2023-17 – GENERAL FUND, BUDGET AMENDMENT, COUNTY BUILDINGS (PATTERSON).
  • RESOLUTION 10-2023-18 – GENERAL FUND, BUDGET AMENDMENT (STONE).

  • RESOLUTION 10-2023-23 – GENERAL PURPOSE SCHOOL FUND, BUDGET AMENDMENT, ISM STATE GRANT (SHERRILL).
  • RESOLUTION 10-2023-24 – AUTHORIZING THE TRANSFER OF SURPLUS BENCHES FROM THE CUMBERLAND COUNTY SHERIFF TO PINEVIEW ELEMENTARY (PATTERSON).

Financial Update
EMS collections were $508,996 which is above the budgeted monthly amount of $366,667.  Year to date, after two months, we are $69,949 ahead of budgeted projections.  Sales tax for the BOE was $1,362,368 against a budget of $1,446,289 for a difference of $84,388 below budget.  Year to date we are $83,162 below budget.  Property tax collections are at approximately 11.66%, compared to 0.16% last year.  Hotel/Motel collections were $300,039 and were $290,476 in the prior year.  Prisoner boarding collections from the state were $70,889.
